ACCESSING THE START SCREEN
The new start screen is accessible a few ways:

Touch: If you're using a touch based device, you can swipe from the right edge of the device towards the center. This will open up the charms menu on the right, one of which is your start button. Select the start button to return to the start screen.

Mouse: If you're using your mouse, just click on the bottom left corner of the screen, where the old start menu icon used to be.

Solution:

Follow the simple steps:

1. To begin with the process, open “Windows Explorer or “This PC window” and go to the following folder:

C:\Windows\System32\

2. You can see the executable file named “SlideToShutDown.exe.”

3. Right-click on this file and select "Send to -> Desktop (create shortcut)" option.

4. You can see a new shortcut on desktop named as "SlideToShutDown.exe - Shortcut". You have to rename it to “Shutdown” or any desired name.

5. Right-click on shortcut and choose “Properties”.

6. Click “Change Icon” button on Shortcut tab and change its icon to the correct Shutdown icon. You can set icon as per your choice.

7. From the desktop, cut this shortcut and paste it into the following folder:
